Industry unites behind market structure bill

Three of Washington's most prominent crypto advocacy groups have joined forces to push the Clarity Act toward a Senate floor vote. The Digital Chamber (@DigitalChamber), the Crypto Council for Innovation (@crypto_council), and the Blockchain Association (@BlockchainAssn) wrote jointly to Senate Majority Leader John Thune and Minority Leader Chuck Schumer, urging them to bring the bill to the floor. The groups described the legislation as the "first comprehensive federal consumer protection framework" for digital assets, and pointed to the scale of the constituency it would serve.

Their case rests in part on adoption figures from the National Cryptocurrency Association's 2026 State of Crypto Holders Report, which found that more than 67 million Americans, or roughly one in four adults, now own cryptocurrency. That total represents an increase of 12 million holders compared to 2025.

A long road through Congress

The House passed the Clarity Act by a vote of 294 to 134, with support from 78 Democrats. The bill has since moved to the Senate, where progress has been slower. The Senate Agriculture Committee advanced their version of the bill in January, while the Banking Committee passed its version 15 to 9 in May 2026. Senator Lummis has since released a combined bill text, merging the Senate Banking Committee's amended version of the Clarity Act with the Agriculture Committee's Digital Commodity Intermediaries Act into a single package, marking a significant step toward a comprehensive US framework for digital asset markets.

One remaining sticking point is the fight over stablecoin yield, which has pitted banks against exchanges and left the timeline for a floor vote before the August recess uncertain. The bill needs 60 floor votes to clear a Senate filibuster, a threshold that will require meaningful Democratic support.

At its core, the bill is designed to solve one of the longest-running problems in the US crypto industry: uncertainty over who regulates what. For years, companies have operated in a gray zone where the SEC and the CFTC both asserted authority in overlapping ways. For the industry, the outcome of this legislative fight and the resolution of the stablecoin yield dispute will shape the structure of the US crypto market for years to come.
