Trump Pledges to Keep Banks Away from Crypto Bill

President @realDonaldTrump used a private gathering at his Mar-a-Lago resort on April 25 to reaffirm his support for the Digital Asset Market CLARITY Act, warning that his administration would not allow banks to obstruct the legislation. The event was organised by Fight Fight Fight LLC — the issuer of the $TRUMP memecoin — and billed as the world's most exclusive crypto and business conference. Guests included Tether CEO Paolo Ardoino, billionaire Tim Draper, and Cathie Wood of ARK Investment Management, alongside the top 297 qualifying $TRUMP token holders.

Trump's remarks aligned with the stance his White House advisers have taken on the bill, directly pushing back against banking groups that have lobbied against key provisions of the legislation. Crypto companies such as Coinbase and the broader banking industry have struggled to reach a compromise, slowing the administration's digital assets policy agenda.

What Is the CLARITY Act and Why Is It Stalling?

The Digital Asset Market CLARITY Act is the most detailed attempt by Congress to establish a federal framework for crypto regulation in the United States. The bill seeks to define which digital assets are securities and which are commodities, splitting oversight between the SEC and the CFTC. It would replace what market participants have described as "regulation by enforcement" with a clear statutory approach. The House passed the bill in July 2025 with bipartisan support, but it has since stalled in the Senate.

The main sticking point is stablecoins. Banking groups have won over enough senators with concerns that stablecoin rewards programmes could function like deposit yield, potentially drawing money away from traditional bank accounts. That debate — largely separate from the CLARITY Act's core aims — has repeatedly disrupted Senate progress. According to crypto investment firm Galaxy, the odds of the bill being signed into law in 2026 are roughly 50-50, with the narrow window before the August congressional recess seen as the most likely path forward.

Democrats have also raised conflict-of-interest concerns, arguing that senior government officials, including the president, should be prohibited from profiting from the crypto industry while shaping its regulation. Trump's personal ties to digital asset ventures, including the $TRUMP memecoin itself, continue to draw political scrutiny alongside industry support. Despite the rally in the token's price ahead of the event, $TRUMP fell around 14% on the day of the conference.

Trump told attendees he would sign the bill immediately if it reaches his desk, according to reports from multiple attendees cited by Bloomberg and CoinDesk.
