Ripple Takes Campaign to Capitol Hill

Ripple has deployed a mobile advertising truck around the U.S. Capitol as part of a push to build congressional support for the Digital Asset Market Clarity Act. The truck carries large digital displays featuring Ripple branding alongside the slogan "On the road to Clarity," with additional panels describing the legislation as a framework for clear digital asset regulation.

Ripple described the campaign as a call for transparent rules of the road for digital assets, arguing the bill would protect consumers, support responsible innovation, and keep the U.S. competitive. Ripple is one of several crypto companies, alongside Coinbase and Circle, that have championed the bill, seeking a degree of regulatory oversight to help encourage investors.

A Narrow Window Before the August Recess

The campaign arrives at a critical moment for the legislation. The CLARITY Act has traveled further than any crypto market structure bill in U.S. history, passing the House of Representatives on July 17, 2025, by a vote of 294 to 134, and now sits one step from a full Senate vote. On June 1, 2026, the bill was placed on the Senate Legislative Calendar under General Orders, making it formally eligible for full Senate floor consideration.

However, Senate Majority Leader John Thune adjourned the Senate until July 13 under a unanimous consent agreement, reducing the number of legislative days available before lawmakers leave again for the August recess. Brian Gardner, chief Washington policy strategist at Stifel, has noted that in order for the CLARITY Act to pass in 2026, it probably needs to get through the Senate by the end of July, preferably in June, warning that failure before the August recess would cause the bill's prospects to deteriorate materially.

The Senate calendar is not the only complication. Scheduling pressure has increased alongside new competition for congressional attention, with President Trump recently postponing signing the bipartisan 21st Century ROAD to Housing Act, saying he would instead wait for lawmakers to advance the SAVE AMERICA Act. That decision adds another item to an already crowded legislative agenda.

The CLARITY Act also faces setbacks after bipartisan talks on ethics rules and law enforcement provisions stalled, and the bill still needs at least seven Democratic votes to clear the Senate's 60-vote threshold. Despite concerns from law enforcement about financial crime risks, the U.S. Department of Justice has backed the bill, signaling potential for effective oversight once passed.

Ripple's street-level campaign reflects the urgency felt across the crypto industry. With Congress now operating under a compressed legislative calendar, Ripple's public push arrives as supporters of the bill seek to maintain momentum before lawmakers return to Washington in mid-July.
