The Digital Asset Market Clarity Act, widely known as the CLARITY Act, has picked up its second major law enforcement endorsement in as many weeks, a development that removes one of the most persistent obstacles to the bill's passage in the U.S. Senate.

FLEOA Backs the Bill, With Conditions

The Federal Law Enforcement Officers Association (FLEOA), which represents over 70,000 law enforcement professionals, submitted a letter to the Senate Banking Committee endorsing the legislation. The group's support, however, came with a clear message to lawmakers: the bill's decentralized finance provisions need to be tightened.

FLEOA called for changes to strengthen accountability in decentralized finance and preserve investigators' existing powers. Specifically, the association urged lawmakers to narrow the CLARITY Act's DeFi protections, make it clearer who is accountable in decentralized finance systems, stop firms from avoiding regulation by claiming to be decentralized, and explicitly affirm that the legislation does not limit existing federal investigative authority.

The endorsement came nine days after the bill was backed by the National Organization of Black Law Enforcement Executives (NOBLE), with both letters helping counter arguments that the CLARITY Act would weaken the government's ability to police crypto crime.

A Narrow Senate Window

The Digital Asset Market Clarity Act has secured its second public endorsement from a major U.S. law enforcement organization, coming just weeks before what many see as a make-or-break legislative deadline before the Senate's August recess.

The CLARITY Act passed the House in July 2025 with bipartisan support and advanced through the Senate Banking Committee in May 2026. The legislation would divide regulatory responsibilities between the Securities and Exchange Commission and the Commodity Futures Trading Commission, with securities-like digital assets falling under SEC oversight and commodities regulated by the CFTC.

Despite the growing law enforcement support, the path to a Senate floor vote remains tight. In June, four law enforcement organizations reached out to the White House with concerns centered on Section 604 of the legislation, which seeks to protect developers from liability for illicit activity carried out by users on their decentralized platforms. An August 2026 recess deadline gives lawmakers a narrow window to move the bill through, address remaining objections around anti-money laundering provisions, and schedule a floor vote.

Senators Cynthia Lummis and Tim Scott have been pushing for a Senate floor vote before the August 2026 recess. Whether the growing law enforcement coalition around the bill is enough to deliver the Democratic votes needed for passage remains the central question heading into the summer stretch.
