Pavel Durov (@durov) is the Russian-born billionaire founder of Telegram (@telegram), the messaging app with more than one billion monthly active users, and the most public face of The Open Network (@ton_blockchain). On May 4, 2026, he announced that Telegram would replace the TON Foundation as the primary force behind the chain and become its largest validator, the boldest move yet in a career built on antagonizing governments and defending user privacy. Toncoin spiked more than 30 percent in the 24 hours that followed.
From Leningrad to exile
Born October 10, 1984, in Leningrad, now Saint Petersburg, Durov grew up in an academic family. His father is a professor of classical philology at Saint Petersburg State University. His older brother Nikolai, a mathematician and coder, is the technical brain behind much of Telegram's cryptography. Pavel studied philology at the same university and started building software as a student.
In 2006 he co-founded VKontakte (@vkontakte) with Nikolai and classmates. It grew into Russia's largest social network and was valued at around $3 billion at its peak. Durov ran it as CEO until 2014. That year he refused Kremlin demands to hand over data on Ukrainian protesters and to shut down opposition groups tied to Euromaidan. He was pushed out, sold his stake, and left Russia. He has described the experience as the moment he decided to build something governments could not co-opt.
Telegram: One billion users and a profitable year
Durov and Nikolai launched Telegram in 2013, built around the MTProto protocol Nikolai designed. The pitch was speed, end-to-end encrypted secret chats, and a refusal to cooperate with state surveillance. It spread fastest in markets distrustful of US-based platforms, then went global.
By 2024 Telegram had crossed one billion monthly active users and turned profitable for the first time, with revenue above $1 billion. The app has since layered features well beyond messaging: channels, mini-apps, in-app payments, premium subscriptions, advertising, and a deep integration with TON. The company is headquartered in Dubai, while Durov holds citizenship in Russia, the UAE, France, and Saint Kitts and Nevis.
His public persona leans into discipline rather than excess. Cold plunges, no alcohol, daily push-ups, a sparse Dubai apartment, and a steady stream of X posts on free speech, censorship, and surveillance.

What is Durov's connection to TON?
The Open Network started life as the Telegram Open Network in 2018. The Durov brothers raised roughly $1.7 billion in a private token sale for the Gram token, planning a high-throughput Layer-1 wired directly into Telegram. The US Securities and Exchange Commission sued, calling the sale an unregistered securities offering. In 2020 Telegram settled, paid an $18.5 million penalty, returned $1.22 billion to investors, and formally walked away.
The code was open source, so an independent group of developers picked it up. The project was rebranded The Open Network, the token became Toncoin, and the nonprofit TON Foundation took over stewardship. Telegram had no formal role for years, but the integration deepened anyway: a built-in wallet, mini-apps that pay out in $TON, in-chat tipping, gas-free transfers between users, and a memecoin ecosystem that turned $NOT, $DOGS, and $HMSTR into breakouts on the back of Telegram's distribution.
Why did Durov take over TON in May 2026?
The April-to-May 2026 stretch is the most consequential moment for TON since the SEC case. On April 30, Telegram staked 2.2 million TON, worth roughly $2.88 million at the time, to operate as a primary validator. Four days later, on May 4, Durov posted on X that Telegram would replace the TON Foundation as the network's lead driver and become its largest validator. He framed the move as part of a seven-step roadmap he calls MTONGA, short for Make TON Great Again.
The same announcement disclosed that network fees had been cut by roughly six times, pushing the cost of an average transaction toward zero. Sub-second finality, a refreshed ton.org, new developer tooling, and the Catchain 2.0 consensus upgrade were teed up for the following weeks. The ton.org homepage now reads that the site is powered by MTONGA.
Toncoin spiked as much as 36 percent in the 24 hours after the post, depending on the data source. By May 13, Durov said TON was running with more than 400 validators across six continents, a push to ease centralization concerns from Telegram's validator weight.
What is going on with Durov in France?
Durov was arrested at Le Bourget Airport in Paris on August 24, 2024, and indicted on twelve charges tied to alleged criminal activity on Telegram, including complicity in drug trafficking and child sexual exploitation linked to what French authorities called insufficient moderation. He was released on bail and placed under judicial supervision.
Restrictions were eased in the summer of 2025, and by fall he was allowed to return to Dubai. Paris prosecutor Laure Beccuau, speaking to RTL on May 17, 2026, said judicial control measures remain in force and that the investigation has not closed. Durov can currently leave France for up to 14 days at a time without specific permission. He has publicly accused French authorities of using the case to suppress speech and privacy, and in April 2026 alleged that French tax officials were leaking crypto holder data to the criminals behind a recent wave of kidnappings targeting wealthy holders.
The bottom line for crypto
Durov has built a 13-year arc in which the same idea keeps repeating. Tools should belong to users, not governments. VK was lost when he refused that bargain in 2014. TON's first life was killed by US securities law in 2020. The French case is the third chapter, still unresolved. The May 2026 takeover of TON is the strongest signal yet that he is no longer willing to keep messaging and money on separate tracks. Forbes estimates his net worth at roughly $6.6 billion as of early 2026, almost entirely tied to his ownership of Telegram.
For holders of $TON and builders on the network, the practical effect is a chain with near-zero fees and sub-second finality, the distribution muscle of one of the world's largest messaging apps, and a CEO who treats the project as a personal mission rather than a portfolio bet.
