Senator Cynthia Lummis (@SenLummis) is not taking Jamie Dimon's criticism of the CLARITY Act quietly. In a Fox Business appearance, the Wyoming Republican told the JPMorgan chief to "grab a chair, find a good spot on the beach, and actually read this bill over July 4th," a pointed rebuttal to one of Wall Street's most powerful voices.

What Dimon Got Wrong, According to Lummis

Speaking on Fox Business, Dimon criticized the CLARITY Act draft, arguing the bill would let stablecoin issuers effectively pay interest on deposits without bank-style protections, and predicting the system would "eventually blow up" if adopted as written. His objection centers on a provision that would let crypto firms pay interest-like rewards on stablecoin balances without bank-style consumer protections.

Lummis fired back directly, saying Dimon was "just simply mistaken." She pointed out that lawmakers revised Section 301 of the bill to address banks' concerns about stablecoin issuers offering products that function like deposit accounts. The legislation allows rewards programs but prohibits benefits tied directly to account balances in the manner of traditional bank interest. The bill also carries 16 provisions designed to guard against illicit finance. Lummis, who chairs the Senate Banking Subcommittee on Digital Assets, suggested the JPMorgan chief had either not read the bill carefully or was mischaracterizing its contents.

Senate Eyes July Window for Floor Vote

The exchange comes at a critical moment for the legislation. Speaking on Fox Business, Lummis said the Senate is preparing to release updated text around July 4th before pushing the bill to the floor in July. That is her target as the bill's lead champion, not a guarantee, but it is the most concrete timeline yet offered.

The CLARITY Act passed the House on July 17, 2025, with 294 yeas and 134 nays. The Senate Banking Committee then advanced the Senate version on May 14, 2026, by a 15-9 vote, and the bill was placed on the Senate Legislative Calendar on June 1, 2026, making it formally eligible for a floor vote. However, the path ahead remains contested. The bill must clear a 60-vote Senate floor threshold, with the two Democrats whose committee votes provided the nominal bipartisan margin stating their support was conditional and may not translate into floor votes. Seven Democratic votes are needed to clear the filibuster threshold, assuming all 53 Republicans vote yes.

Banking executives contend that firms offering bank-like products should face comparable oversight, and the disagreement has become one of the primary reasons the legislation has stalled in Washington despite broad bipartisan interest in a regulatory framework for digital assets.
